About the City Manager's OfficeThe Office of the City Manager provides oversight and direction for all city programs to ensure that they meet the needs of the community and respond to City Council’s goals. The City Manager serves as the chief advisor to the City Council, providing direction in the development and formulation of policies, goals, and objectives, and keeping them informed on important community issues. The City Manager is also responsible for setting goals and providing administrative direction to the City’s executive team. Roubik Golanian, City Manager
Roubik Golanian was named Glendale's City Manager on March 9, 2021. Having started his career with the City of Glendale in September 2000, Roubik has decades of progressively responsible work experience, including Senior Civil Engineer, City Engineer, Deputy Director of Public Works, Director of Public Works, and Assistant City Manager. Prior to his appointment, Roubik also served as Glendale’s Interim City Manager.
In his capacity as Glendale’s Assistant City Manager, Roubik performed as the City’s Chief Operating Officer, overseeing over 1,500 employees across 15 different departments. Additionally, he has been responsible for City-wide budget oversight, the Capital Improvement Program, labor and employee relations, and policy management. During his time with the City Manager’s Office, Roubik has led labor negotiations with employee groups, implemented automation efforts for various operations, and promoted innovation through technology to improve city services. When Mr. Golanian assumed the City’s Interim City Manager role, he was instrumental in managing the ever-changing dynamics of the COVID-19 pandemic, both within the organization and throughout the community.
Roubik is passionate about his career in public service, which allows him to make a difference by leading staff who work daily to provide exceptional customer service and improve the quality of life for all Glendale residents. He is a results-oriented professional with significant operations experience in both the public and private sectors. As City Manager, Roubik is focused on uplifting the Glendale community by focusing efforts on:

John Takhtalian, Assistant City Manager
Having started his career in 2002 as a part-time Administrative Assistant for the City Manager’s Office, John has had the opportunity to serve in a number of different operational capacities within the City’s organization. Over the years, he has held a number of different titles including Administrative Associate, Administrative Analyst, Assistant to the City Manager, and most recently, Deputy City Manager. In addition, he has had the pleasure of serving a number of interim and acting roles
including Interim Chief Information Officer, Acting General Manager of Glendale Water & Power, and Interim Integrated Waste Administrator.
Through his daily interactions, John has had the privilege of working closely with every City operation, as well as with a great number of community-based organizations throughout the Glendale community. As such, he is a firm believer that the lasting relationships that have been developed with residents and colleagues alike have played a fundamental role in his ability to effectively serve the community. In turn, this exposure has provided him with an enormous level of respect for what each and every person within the community contributes towards the overall success of Glendale.
Aside from managing a variety of special projects, John is primarily responsible for assisting the City Manager and Assistant City Manager in carrying out the directives of the Glendale City Council, and oversees the overall operations of the City Manager’s Office. He is also responsible for providing high-level staff support to Glendale’s elected officials and serves as a liaison with various intergovernmental agencies.
John holds a Bachelor of Science Degree in Business Administration and a Master of Arts Degree in Public Administration from California State University, Northridge.
