Please follow these steps to obtain the selected permit:
STEP ONE: RESEARCH
Before preparing drawings, review the ADU rules and consult Planning/Zoning to screen your project concept for Zoning Code compliance:

STEP TWO: PREPARE DRAWINGS
Prepare architectural drawings (site plan, floor plan, elevations, roof plan, and sections, each as separate PDFs) and a photo survey (PDF) of the site and existing buildings.
If the property is a condominium, a Homeowners Association Resolution after vote (or similar such document demonstrating consent of HOA) must be provided which approves the proposed Accessory Dwelling Unit, in addition to a deed demonstrating ownership of common area/area proposed as an Accessory Dwelling Unit.
NOTICE: ADU REVIEW CHANGES
PADU (ADU Planning Clearance) applications are no longer required prior to submitting an ADU building permit application. Existing PADU applications will be completed with the ADU Review fee being paid through the existing application. Projects with no PADU will pay the ADU Review fee with the building permit. Applicants are still advised to verify their project complies with the Zoning Code prior to submitting a building permit application.
IT IS THE APPLICANT’S RESPONSIBILITY TO VERIFY THE ADU PROJECT COMPLIES WITH THE ZONING CODE PRIOR TO SUBMITTING A BUILDING PERMIT APPLICATION.

Obtain Design Review Exemption approval. The approved Design Review Exemption application number will be required for the building permit application submittal to be accepted. The Design Review Exemption application requires: A) Site Plan showing areas where siding will be replaced, if not a whole-house replacement, B) Current photos of all sides of the building, C) Brochure of proposed material product information including color and finish, D) Elevations if multiple materials will be used, or if non-stucco siding is being replaced with stucco. All changes must comply with the Comprehensive Design Guidelines.

Before preparing the required window replacement packet, consult with Planning/Zoning by one of the following methods to screen your project concept for compliance with the Window Replacement Design Guidelines:

2. Prepare the Window Replacement Packet
Carefully follow the instructions in the Window Replacement Handout and provide below documentation for both windows and doors. Ensure the windows comply with the Window Replacement Design Guidelines.
Site Plan;
Photo survey of all elevations and exterior windows;
Window schedule;
Product information; and
Condo HOA letter (if applicable)
Affidavit.
3. Pre-Screen
Go to the GlendalePermits Portal. Apply and obtain approval for “Plan - Design Review Exemption – Window/Door Replacement”.
4. Apply for Building Permit
Please follow these steps to obtain the selected permit:
1. Prepare a full site plan of the proposed project showing:
A. Pool location. Indicate whether in-ground or raised. If raised, indicate height.
B. Setback distances from the property lines to the proposed pool/spa (edge of water). Verify the zone at this link and see GMC 30.11.070 for setback standards (search for “pool”).
C. Any pool equipment (which must be screened/enclosed in single-family zones if within required setbacks per GMC 30.11.030);
D. Existing and proposed fencing/gates (if proposed is visible from street provide material/product information including image of product and height);
E. Any existing and proposed landscape/hardscape (if adding paving around pool more than 3’, show that required landscaping on site will be maintained per GMC 30.31); and
F. Locations of any City trees within the parkway/public-right-of-way, and locations of native oak/California bay/California sycamore trees with a cumulative diameter of 6" or more, on or within 20’ of the property, or a note indicating none.

3. Go to the GlendalePermits Portal and apply for “Swimming/Spa Pool Permit (Residential).” Please note all applicants need to provide the property owner’s information (not the tenant or business) at the time of the application submittal. If the applicant is not the owner, the applicant will need to obtain the owner's GlendalePermits portal account email, which will be used to search and add the owner's contact during the application submission process.
Note: The building permit will be routed to Planning for review and approval. Design Review approval will be conducted as part of Planning review and the planner will direct the applicant to the appropriate design review application, which must be paid for and approved prior to final Planning approval.
Please follow these steps to obtain the selected permit:
1. Prepare a site plan showing the location and dimensions (height and length) of proposed walls/fences, setback distances to property lines, and material/product information. For retaining walls, show the top of grade, bottom of grade, and top of wall elevation points at various points along the wall including the tallest and shortest points. Include the location of all existing buildings/structures.

3. Go to the GlendalePermits Portal. Apply and obtain approval for “Plan - Design Review Exemption.”

5. Determine if your fence/wall requires a building permit:
Freestanding fences/walls require a building permit if they are taller than 7 feet, have 4 feet or taller retaining wall measured from top of wall to bottom of footing, and are adjacent to slopes, public right of way or other structures and have additional surcharge.
6. If the fence/wall requires a building permit, and if all other steps have been completed, apply for the applicable building permit below.
Residential, Multi-family, Condominium, Commercial - Fence/Wall
Please follow these steps to obtain the selected permit:
1. Review the Development Standards for the site. Verify setbacks, lot coverage for covered patios and decks, landscaping, etc.
2. Prepare a full site plan of the proposed project showing:
- Setback distances from the property lines to the proposed structure(s);
- Dimensions and total area of proposed structure(s);
- Any landscaping to be maintained and/or proposed paving. Show that required landscaping on site will be maintained per GMC 30.31); and
- Locations of any oak/bay/sycamore trees on or within 20’ of the property or a note indicating none.
3. Elevations of proposed structures.
4. Photo survey of entire site including photo survey map.
5. Go to the GlendalePermits Portal. Apply and obtain approval for “Design Review Exemption”.

7. Apply for appropriate permit below only when above steps are completed. Please note applicants need to provide the property owner’s information (not the tenant or business) at the time of the application submittal. If the applicant is not the owner, the applicant will need to obtain the owner's GlendalePermits portal account email, which will be used to search and add the owner contact during the application submission process.
Please follow these steps to obtain the selected permit:
1. Review the Zoning Code Parking Standards (GMC 30.32 and Parking Standards Charts). Verify any proposed changes comply with all standards.
2. Prepare a drawing of the proposed parking lot layout (“parking plan”) demonstrating compliance with code standards.
3. Submit an online Plan application for "Design Review Exemption."
4. Apply for below permit. Please note all applicants need to provide the property owner’s information (not the tenant or business) at the time of the application submittal. If the applicant is not the owner, the applicant will need to obtain the owner's GlendalePermits portal account email, which will be used to search and add the owner contact during the application submission process.
ATTENTION: If the proposal involves a change in the type of material (for example, from Spanish tile to asphalt shingle), or if the building is identified as being historic, then a Design Review Exemption application must be approved prior to the submittal of the building permit application. The approved Design Review Exemption application number will be required for the building permit application submittal to be accepted. The Design Review Exemption application requires: proposed roofing material product information including manufacturer, product, color and an image of the product (typically from a brochure/website), photo of the existing building as viewed from the street, and photo of the existing roofing material.
NOTES:
A SEPARATE PERMIT IS REQUIRED FOR A DETACHED GARAGE AND/OR ANY STRUCTURE NOT ATTACHED TO THE MAIN STRUCTURE.
- ALL TEAR OFFS require solid sheathing. Gaps between individual 1 x boards must be less than 3/8". A minimum of 3/8" plywood or OSB with 6 ds@6" o/C.E.N. & 6 ds 12" o/c F.N. May be installed over existing sheathing.
- WORKER'S COMPENSATION is required. Please note in accordance with the CA state license board “All active C-8 Concrete contractors, C-20 Warm-Air Heating, Ventilating and Air-Conditioning contractors, C-22 Asbestos Abatement contractors, C-39 Roofing contractors, and/or C-61/D-49 Tree Service contractors are required to carry workers' compensation insurance or a valid Certification of Self-Insurance, whether or not they have employees.
- CONTRACTOR BUSINESS LICENSE (CBL): Current CBL is required prior to application submittal. Click HERE to apply. C-39 Roofing, “B”– General Building; “A” – General Engineering licensees and Owner/Builders may apply for the selected permit.
- CONSTRUCTION PERMIT DECLARATION form needs to be filled out by all contractors and submitted at the time of application submittal.
- PROPERTY OWNER'S PACKAGE form needs to be filled out by all Owner/Builders and submitted at the time of application submittal in addition to the Construction Permit Declaration form.

PRE-SCREEN/REVIEW BY PLANNING
If the proposed demolition is part of a proposal for a new or modified building or structure, the demolition will be reviewed by Planning through the design review process (see instructions within this webpage under the proposed project type). Once design review approval is obtained, this step is complete. Make sure to reference the approved design review plan number when submitting in Step 4. Demolition of structure/building to be replaced by an Accessory Dwelling Unit ("ADU") will be reviewed by Planning during plan check review (no planning clearance prior to submittal of a building permit application is required).

SCENARIO THREE: THE PROJECT INCLUDES NO ADDED FLOOR AREA OR CHANGE OF USE OR EXTERIOR CHANGES:
If the project involves interior remodel only with no added floor area, no change of permitted use, and no exterior changes (including roofing/siding/door/window changes), apply for “Building (Commercial, Commercial and Mixed Use) – Alteration/Repair.” Type "N/A no change of use/exterior changes/added floor area" in the "Approved Plan Number" field within the application.
Please follow these steps to obtain the selected permit:
1. Please provide the following for all proposed commercial signage (must comply with GMC 30.33 - Signs*):
- Site plan showing the locations of proposed signs, location of the subject tenant space (if applicable), and dimension of frontage (if wall sign is being requested);
- Fully dimensioned elevations of all signs;
- Sign details, including copy, dimensions, installation, etc.
2. Ensure the business has applied and paid for a Business Registration Certificate (BRC) prior to submittal.
3. Go to the GlendalePermits Portal and apply for “Building – Sign Permit.” Please note all applicants need to provide the property owner’s information (not the tenant or business) at the time of the application submittal. If the applicant is not the owner, the applicant will need to obtain the owner's GlendalePermits portal account email, which will be used to search and add the owner's contact during the application submission process.

Please follow these steps to obtain the selected permit:
For modifications to an existing approved facility (Section 6409a):
- Verify the correct address and clearly show it on the drawings.
- Obtain a copy of the approval letter for the current (not expired) Wireless Telecommunications Facility Permit or Conditional Use Permit, or the case number and date of the approval letter.
- Provide a site plan showing property boundary lines and location of equipment.
- Fully dimension the existing and new equipment including width, length and height.
- Describe the equipment changes using common terminology, for example, state “X new antennas, replace Y equipment cabinets, Z new cables and remote radio units.”
- Prepare plans, elevations of equipment, and photo survey of site and equipment.
- Obtain Planning approval by going to the GlendalePermits Portal and applying for “Wireless Telecommunications Facility Exemption.”
- Apply for a Building Permit on to the GlendalePermits Portal by following these last steps:
- After receiving Planning clearance, note the Approved Plan Number and download the stamped drawings, and provide them when applying for a building permit.
- Apply for one of below permit applications. Additional scope of work (e.g. walls, new equipment, structures, etc.) may require additional permits.
- Building (Commercial, Commercial and Mixed Use) - Alteration/Repair
- Electrical (Multi-Family, Condominium, Commercial)

MECHANICAL
ATTENTION: Replacement of rooftop equipment in the ROS, R1, or R1R zones must comply with GMC 30.30.020. If the proposal involves any new or replacement rooftop AC equipment not in the ROS, R1, or R1R zones, that is not fully screened from view of public rights-of-way by an existing rooftop parapet or existing permitted screening, then a Design Review Exemption application must be approved prior to the submittal of the building permit application. The approved Design Review Exemption application number will be required for the building permit application submittal to be accepted.

STEP ONE: RESEARCH
Before submitting, please review the Indigenous Tree Ordinance to determine if you require a permit. A permit is not required for routine pruning involving the removal of any dead, dying, or diseased branches of a tree and the cutting of live interfering and weak branches not to exceed two (2) inches in diameter, performed in accordance with industry standards, and foliage reduction not to exceed one-quarter (1/4) of the total tree foliage. If you are not sure – pruning permits are free! Please apply.
Please note the tree owner’s signature must be on any permit application. Any work performed as part of an issued permit must:
- Be performed in accordance with the ANSI A300 Pruning Standard and the ANSI Z133.1 Safety Standard.
- If trees included in this permit border your property line, please notify your neighbors regarding any approved tree work.
- Pruning should remove no more living material than what is necessary to achieve the goals specified in your application.
- When removing live branches, the majority of cuts should be in the outer portion of the tree’s canopy.
- The smallest diameter cut that meets the pruning objective should be preferred.
- Topping, lion tailing, and/or shearing a tree’s canopy at the property line are NOT permitted. Any pruning of this nature will be considered a violation of the ordinance on the part of the contractor, the applicant, and additionally as a misrepresentation to City staff. The case will then be referred to Code Compliance.
STEP TWO: PREPARE CONTACTS AND DOCUMENTS
An application is not considered complete until the contact information for the licensed contractor, tree owner, and applicant (if different) are included. Each application must include detailed information regarding the tree(s) to the best of your ability, and clear photos of the tree(s) in question and their location within the site. An arborist report, if required for your permit type, should also be included. Please note that permits submitted without this information will be considered incomplete and cannot be processed.
STEP THREE: APPLY FOR BUILDING PERMIT
A. Go to the GlendalePermits Portal.
B. Click on “Apply”
C. Click on “Permits”
D. Click on “Show Categories (upper left)”
E. Select and apply for the appropriate indigenous tree permit. If you are unsure which best applies to your project, please contact Public Works Forestry at 818-548-3950.
