Electric Rate Adjustments 2024-2028

On November 28, 2023, the Glendale City Council approved electric rate adjustments designed to maintain the reliability of our city's utility and support key sustainability initiatives. These changes, scheduled over the next five years, are the result of a thorough electric Cost of Service Analysis (COSA) conducted by the City to ensure fairness and equity among all utility customers.

Beginning on January 1, 2024, and continuing July 1, 2024, and July 1, 2025, there will be an average electric rate increase of 14.8%, 11.3%, and 11.3%, respectively. Importantly, there are no proposed rate increases for fiscal years 2026-2027 and 2027-2028.

The rate adjustments are essential to fund critical projects, including the Grayson Repowering Project, the Scholl Canyon Biogas Renewable Generation Project, City Solar initiatives, and our commitment to building and fleet electrification. Additionally, these adjustments will address the rising costs of wholesale purchased power, renewable energy projects, and fuel.

The City Council recognizes the impact of these adjustments on our community and to help alleviate some of the increased costs, the City Council approved an adjustment to the Care Program benefit, from the current rate of $17.50 to $20.50 effective January 1, 2024, $23.50 effective July 1, 2024, and $26.50 effective July 1, 2025. GWP staff will analyze the current income qualifying guidelines and thresholds and present this analysis to City Council for their consideration in early 2024.

The last electric rate adjustments occurred in 2018, with a five-year plan extending through 2023. However, changes in the energy landscape, new mandates, and approved capital infrastructure projects necessitated a new evaluation of our electric rates. The recently completed COSA not only addresses the financial stability of the utility through 2028 but also focuses on creating an equitable rate structure across all customer classes. The COSA considered the diverse needs of all utility customers, aligning with the principles of Proposition 26 to ensure a balanced and equitable distribution of costs.

A comprehensive rate study by customer type was presented to the Glendale City Council on November 14, 2023, followed by a request for adoption at the City Council session on Tuesday, November 28, 2023.
