Scope of Work
- Selective removal and reconstruction of concrete curb and gutters, cross gutters, driveway, alley aprons, sidewalks, and deteriorated asphalt and concrete pavement;
- Construction of new concrete curb and gutters and longitudinal gutter;
- Construction of curb ramps meeting Americans with Disabilities Act (ADA) guidelines;
- Surface grinding of existing asphalt concrete pavement;
- Placement of Asphalt Rubber Hot Mix (ARHM) over Asphalt Concrete Pavement (Leveling Course) and/or Asphalt Rubber Aggregate Membrane (ARAM);
- Adjustment of existing manholes, water valves, water meters, and other utilities;
- Relocation of decorative street lights,
- Sanitary sewer improvements;
- Removal and replacement of four street trees;
- Traffic signal modifications at the intersection of Highland Avenue and San Fernando Road; and
- Installation of new striping, signing, and other pavement markings.

Construction Updates
Update 06/04/20: The contractor is completing last phase of striping.
UPDATE 05/05/20: The contractor is removing and replacing asphalt concrete pavement at locations and dates noted below. Parking will be restricted and the streets may be closed intermittently. Please use alternate routes to avoid delays.
- Intersection of Vincent Way and Adams Street from May 11 to May 13, 2020
- Intersection of Cavanagh Road and Howard Street from May 18 to May 20, 2020
UPDATE 04/01/20: The contractor is removing and replacing concrete driveway, cross gutter, curb and gutters, sanitary sewer, and deteriorated asphalt concrete pavement at the intersection of Cavanagh Road and Howard Street from April 1 to April 17, 2020. Parking will be restricted and the street may be closed intermittently. Please use alternate routes to avoid delays.
UPDATE 3/26/20: The contractor will be paving the streets on dates noted below. Parking will be restricted and the streets are expected to be closed intermittently from 7:00 A.M. to 5:00 P.M. Please use alternate routes to avoid delays.
- Highland Avenue - between Glenoaks Blvd. and Olmstead Dr.:
- Thursday, April 2; and
- Friday, April 3.
- Highland Avenue - between Olmstead Dr. and Kenneth Rd.:
- Friday, March 27;
- Thursday, April 2; and
- Friday, April 3.
- Burchett Street - between Kenilworth Ave. and Pacific Ave.:
- Friday, March 27; and
- Monday, March 30.
UPDATE 3/10/20: The contractor will be grinding and paving Highland Avenue between Glenoaks Boulevard and Kenneth Road from March 16 to March 20. Parking will be restricted and the street is expected to be closed intermittently from 7:00 A.M. to 5:00 P.M. Please use alternate routes to avoid delays.
UPDATE 3/02/20: The contractor is removing and replacing concrete sidewalks, driveways, curb and gutters, and deteriorated asphalt concrete pavement on Highland Avenue between Olmstead Drive and Kenneth Road. Parking will be restricted and the street may be closed intermittently.
02/03/20: The contractor is removing and replacing concrete sidewalks, driveways, curb and gutters, cross gutters, alley aprons, and deteriorated asphalt concrete pavement on Highland Avenue between Glenwood Road and Olmstead Drive. Parking will be restricted and the street may be closed intermittently. Please use alternate routes to avoid delays.
12/30/19: The contractor will be grinding and paving Highland Avenue between San Fernando Road and Glenoaks Boulevard from January 6 to January 14. Parking will be restricted and the street is expected to be closed from 7:00 A.M. to 5:00 P.M. Please use alternate routes to avoid delays.
12/01/19: The contractor is removing and replacing concrete sidewalks, driveways, curbs and gutters, cross gutters, alley aprons, and deteriorated asphalt concrete pavement on Highland Avenue between San Fernando and Glenoaks Boulevard.
