Scope of Work

The existing Glendale Traffic Management Center (GTMC) was constructed more than 22 years ago.  Glendale was one of the initial cities in Los Angeles to implement a Traffic Management Center (TMC) and a central traffic signal system for improving mobility and safety on City streets.  However, as technology has advanced, some of the video displays, traffic communication equipment, and software have become obsolete and unreliable.  The current TMC is unable to support newer technologies, such as high-definition video displays and the latest data communication protocols.  In addition, with continuing advancements in Intelligent Transportation System (ITS) devices, various new centralized traffic signal control systems are now available on the market that offer more flexibility and support real-time adaptive traffic signal controls.  The City of Glendale is looking to again lead the region by upgrading both the TMC and traffic signal control system to current standards. 

In January of 2011, the Los Angeles County Metropolitan Transportation Authority (LACMTA) issued a “Call for Projects”, calling upon local agencies to submit funding applications for a variety of transportation improvements, including ITS projects.  The City applied and received approval for Proposition C Discretionary grant funds from LACMTA.  The Glendale Sub-regional TMC project will include the design, procurement and implementation of a new TMC on the second floor of the Municipal Services Building in the Public Works Engineering Division office.  The project will update the existing video management and display system, computer servers, user workstations, network equipment, data archive storage system, battery back-up systems, and the centralized traffic signal control system.  The system will be capable of sharing pertinent traffic data with the Los Angeles County Information Exchange Network (IEN) and LACMTA’s Regional Integration of Intelligent Transportation Systems (RIITS).  The improved data communication between agencies will allow for improved signal operations and coordination along the shared corridors thereby increasing mobility and reducing travel times.

Concurrent with this project to upgrade the technology in the GTMC, the Facilities Management Division will be remodeling the second floor of the Municipal Services Building (location of the new TMC) to provide a space for the new TMC equipment.  Traffic Engineering staff will work with Iteris, Inc., Facilities Management Division, Glendale Water and Power Division, and the Information Services Department to plan, coordinate and manage resources to ensure that the project is successful and achieves its target dates and goals.
