The City Council has a substantial interest in protecting young people from the harms of tobacco use, curtailing their introduction to tobacco products, and reversing the trend of young people using flavored tobacco products. Approximately 480,000 people die in the United States from tobacco related diseases every year, making it the nation’s leading cause of preventable death.

To help address this issue, on April 27, 2021, the Glendale City Council adopted an ordinance (Ordinance 5965) banning the sale of flavored tobacco products. This ban applies to all flavored tobacco products, including both consumable and vaping products. The ordinance excludes hookah tobacco and premium cigars with a wholesale price no less than $12. The Ordinance was adopted by the Glendale City Council on April 27, 2021, and took effect (30) days after the date of its passage, May 27, 2021.

Any retailer or retailer’s employees who sell or possess with intent to sell any flavored tobacco product, component, part, or accessory will be violating the Ordinance and can be subject to fines (1^st fine: $200; 2^nd fine: $400; 3^rd fine: $1,000) or face misdemeanor charges which may be punishable by a fine or up to 180 days in county jail, or both.
