An Administrative Citation may be issued when Municipal and Building Code violations are not corrected by the time frame specified in the warning notice.

You may receive a warning notice before the citation is issued.
If you receive a warning, please comply before the deadline listed on the warning.
Failure to comply by the listed deadline will result in a citation.
Fines will continue to accumulate until the violation is corrected.

How do I pay?

Payments must be made in full within thirty (30) calendar days of the issuance of the citation.
Payment may be in the form of a cashier’s check, money order or personal check. (NO CASH)
- Checks should be made out to The City of Glendale.
- Please indicate the citation number on your check.
- Payment may also be made on-line by credit/debit card at CitationProcessingCenter.com or by calling (800) 969-6158.
- Mail payments to the following address:

What happens if I do not pay?

If payment is not received within thirty (30) calendar days of the date on the citation, an additional late fee of 10% will be added to the amount and must be received within sixty (60) days of the date of issuance of the citation. In addition to a late fee, interest shall accrue on all unpaid monies due at the rate of ½% per month, pro rata for the total amount due from the date the citation fine amount becomes delinquent until the date all delinquent amounts are paid.

The failure of any person to pay the penalty assessed by the administrative citation within the time specified on the citation or on the invoice from the contracted revenue collection agency may result in the City filing a claim with the Superior Court of Los Angeles, Small Claims Division or other appropriate division, or the City pursuing any legal remedies to collect the fine amount, any interest, late fee, processing or collection costs.

Payment of the citation does not relieve the responsibility to correct the violation(s).
The failure to comply with an administrative citation, including any failure to pay an administrative fine, is a misdemeanor.

Do I have the right to appeal?

You may contest the violation(s) by filing an appeal and request for hearing form. Appeal and request for hearing forms are available for downloading on this site or at the Permit Services Center, 633 E. Broadway, Room 101.
The total amount of the fine along with the completed appeal form, must be received within thirty (30) calendar days of the date on the citation.
- File your written request to appeal and request a hearing including the total amount of the fine and mail to City of Glendale, C/O Citation Processing Center, P.O. Box 7275 Newport Beach, CA 92658. Please include reasons for the appeal.
- The failure to pay the total amount of the fine or complete and attach the appeal form shall render the appeal incomplete.
- The violator shall then be responsible for the total amount of the fine.
- You will be notified of the status of your appeal and of your hearing date, if accepted.

Hardship Waiver

If any recipient of an administrative citation is financially unable to meet the advance deposit amount as described above but wishes to appeal the citation, he/she must complete an Advance Deposit Hardship Waiver and return it to citation processing center at the address write above under the “Payment” section within ten (10) calendar days of the date on the citation.
If the waiver is denied the individual must forward the advanced deposit to the agency listed above under the “Payment” section no later than ten (10) business days subsequent to the denial of the waiver or thirty (30) days from the date of the administrative citation, whichever is later.
FAILURE TO REMIT THE ADVANCE DEPOSIT WITHIN THE TIME FRAMES PRESCRIBED WILL CONSTITUTE A WAIVER OF THE INDIVIDUAL’S RIGHT TO A HEARING.

Court Appeal

If the administrative citation is upheld in the appeal hearing, you may file an appeal of the finding with the Los Angeles Superior Court, 111 N. Hill Street, Los Angeles, CA 90012. You must obtain a Notice of Appeal form from the court. There is a court imposed filing fee of $25 for this process. The appeal must be filed within twenty (20) calendar days of the mailing of the Administrative Hearing officer’s findings. Failure to timely file an appeal may result in forfeiting your right to appeal to the court. If the presiding Judge dismisses your citation, the $25 filing fee along with your citation fine will be refunded to you.

Required Inspection Fees for all Violations

In addition to any citation you may receive, the City has a cost recovery program, in which costs for services are passed on to those using or requiring service. The cost for conducting code enforcement inspections is the responsibility of the code violator or property owner. To encourage quicker compliance, there is no cost associated with the violation inspection (initial) and compliance inspection (final). All other follow-up inspections are charged at a rate established by the City Council per inspection, pursuant to Chapter 2.9 of the GMC until such time as all violations are corrected.
