CalEPA state oversight surcharge fee increase

  • Effective July 1, 2021 the California Environmental Protection Agency (CalEPA) has increased the state oversight surcharge on all CUPA regulated facilities from $49 to $84 dollars. The increase includes $27 to cover the cost of upgrades to the state reporting system CERS and $8 to cover the increased costs of overseeing the Unified Program.
  • The new surcharges for CERS NextGen project will begin with Fiscal Year 2021/2022 and be assessed for four years. In Fiscal Year 2024/2025, CalEPA will adjust the Oversight Surcharge to only cover the ongoing maintenance and operations of CERS NextGen.
  • If you have any questions regarding the changes to the Unified Program surcharge, please forward them to cupa@calepa.ca.gov

Billing for Fire Inspections of Residential Occupancies

For existing residential occupancy inspections, the fee is associated with the time required to conduct the initial inspection and any follow up inspections. We have contracted with a billing service to process inspection invoices for these residential inspection fees.

In most cases, invoices are issued within 30 days of inspection, and payment is required within 60 days of the invoice date. Failure to remit payment days may result in an additional fee or referral for collection.

Property owners that have specific questions can speak with the inspector that performed the actual inspection. General questions can be directed to the Glendale Fire Department/Fire Prevention Bureau at 818-548-4810 or fpbinfo@glendaleca.gov.

Billing for False Alarms

Fire alarm systems are an important tool for protecting lives and property, and they need to be maintained properly. In an effort to curb the incidence of false alarms, the Glendale Fire Department has instituted a system to bill the owner of any property that experiences three (3) or more false alarms during any 1-year period of time.

Billing for Existing Occupancies, Certified Unified Program Agency (CUPA), Industrial Wastewater

All annual permit fees collected by the Fire Department are combined on a single invoice and mailed to each business/facility once each year. All Fire Permits, CUPA Permits and Industrial Wastewater Permits are included on the invoice. If your business/facility has received an invoice, then you are subject to a routine inspection and will see one or more permit fees listed that coincide with the inspection(s). The permit fees are approved by the City Council to recover costs associated with the permitting and inspection processes.

Billing for Vegetation Management Program Fee

The fee for the Vegetation Management Program helps cover the costs associated with the annual inspection, administrative fees and database management for the 9000+ parcels that need to be inspected every year.
