What is the STAG?

The STAG is intended to be a diverse and representative body, composed of community members from across Glendale, that advises on the development of GWP’s 2024 Power Integrated Resource Plan (IRP). Its role will be to help develop community-informed strategies to meet Glendale’s energy needs and clean energy mandates through the IRP. STAG members will be engaged in discussing the utility’s current situation, its goals, and anticipated future energy demand. They will then help determine potential strategies for GWP to pursue (e.g., procuring different mixes of solar energy, battery storage, and other resources) that balance the utility’s needs for power reliability, fair costs, and environmental responsibility. STAG members will also provide feedback on the plan results as they are finalized. 

Why is GWP forming a STAG for this IRP? 

GWP decided to form a STAG to provide an avenue for consistent and detailed stakeholder input to the IRP process. By organizing a diverse and representative advisory group, GWP aims to ensure that a range of voices in the Glendale community (including those who may not traditionally engage in larger community forums) are able to provide their input to the IRP process. As such, the STAG is meant to be a complement to, not a replacement for, broader community engagement on the IRP. Multiple communities surrounding Glendale, including Pasadena and Burbank, have formed similar bodies to inform their IRP processes. 

How was the STAG formed?  

The STAG was formed using a two-pronged approach. GWP identified twelve individuals who represent specific organizations in Glendale to participate in the STAG. These individuals were invited on behalf of their organizations because they represent important segments of GWP’s customer base and the larger community. They included large and small businesses, environmental organizations, low-income assistance organizations, youth, immigrant community groups, homeowners’ associations, renters’ groups, and others. At the same time, GWP announced an open call for STAG applications on its website to allow other interested community members to serve as “at-large” members and to promote a diverse and inclusive set of viewpoints on the body. GWP developed a set of selection criteria to inform both these invitations and the review of applications. After running both the invitation and application processes, GWP created a STAG with eight invited members and seven “at-large” members. 

What criteria did GWP use when forming the STAG?  

The overarching philosophy behind STAG member selection was to encourage representation of a diversity of community voices to inform the GWP IRP process. To this end, the STAG selection process sought to create a representative body with the following characteristics: 

  • Demographic diversity: GWP sought members that represent a diversity of demographics, including (but not limited to) race, ethnicity, gender, age, income, and socioeconomic status.

  • Diversity of perspective: GWP sought members who provide a diversity of perspectives and priorities to inform its IRP process. Cultivating this diversity includes seeking representation of a variety of customer classes, interest groups, and geographic regions across Glendale.

  • Community connection: GWP sought members with strong connections to different segments of the Glendale community, and in particular to groups who are traditionally underrepresented in decision-making processes.

  • Track record: Where possible, GWP aimed to include members with a track record of high integrity and strong character who have demonstrated their ability to work with people who hold views and perspectives different from their own. 

  • Subject matter familiarity: Where possible, GWP aimed to include members with relevant technical expertise and/or familiarity with energy systems, energy resources, and utility operations and planning.

In addition, all members are required to be GWP customers (or work at an organization that is a GWP customer) and to agree to adhere to a set of member expectations. Members cannot be City Councilmembers or GWP Commissioners, or staff of either of those bodies, GWP, or the City of Glendale. They also cannot already serve on another advisory body or steering committee for the City of Glendale or GWP.

How will the STAG engage with the Glendale community? 

By joining the STAG, members agree that they will represent the larger Glendale community (not only their own interests) and will seek to engage with their unique communities and organizations to solicit their opinions on, and keep them informed of, IRP-related matters. All STAG members will be highly encouraged to attend community townhalls on the IRP to hear input from the community. This website will continue to be updated as STAG members are finalized and meetings are held so community members know who is representing them on the STAG and can review meeting minutes.
